Commissioning spa process

Hi Hope your well. Have a question We have had our spa out for 3 weeks due to it being retiled. I have followed the commissioning process to get back open but confused on one of the steps. Please see below - chemical and bacteriological analysis of the water to ensure operating parameters are achievable and being maintained. Does the above mean that I need to get a bacteriological test complete before reopening to the public If you can clarify that would be great Hope you had a great Christmas
